I decided on a skirt for the birthday girl! It's made from a vintage sheet (of course!), which means that I didn't have to hem the bottom. It's got elastic in the back and ties in the front. It's very full and twirly - everything a birthday skirt should be, right? Pair it up with a white t-shirt on clearance from Target and I'm crossing it off my list!
